Does Hard Disk Sentinel Professional replace chkdsk?

While chkdsk does help sometimes, it is only focused on the health of NTFS and not the files. It is not unusual for chkdisk to discard files or parts of files for the sake of NTFS integrity. I am looking for a tool that places file recovery over repairing the NTFS but still repair NTFS.

The tests in Hard Disk Sentinel works completely differently than chkdsk. The tests in Hard Disk Sentinel work in a lower level, generally independently from the current logical drive / partition, so they are much more efficient in repairing hard disk problems.

It may sounds surprising, but chkdsk is not able to reveal and fix problems with the hard disks.

Chkdsk tries to repair problems with the current logical drive - which is completely different. For example, if you ever need to re-partition (and re-format) the hard disk "fixed" by chkdsk, you may see that the problems still there - they're not fixed and may cause problems and even data loss again.
Moreover, on an almost failed hard disk, chkdsk can cause even more problems by "repairing" the logical partition.

for a quick example about some problems. Chkdsk shows that it fixes them (but not) while Hard Disk Sentinel can really and completely fix them, improving the usability (and generally the health) of the hard disk.

Because of the above, Hard Disk Sentinel does not repair the logical volume / NTFS file system - but reveals and fixes problems generally with the hard disks.
