Hello, whats the meaning of dark green and light green sectors its just visual bug because my system was lagging when running test?
If i run ReInitiate disk surface test, will it show me where the bad sectors are or not?

Thanks for your message and question. There is no visual bug of course or any similar.
Please check the Help which describes with bold:
https://www.hdsentinel.com/help/en/61_surfacetest.html
"Darker green color means that the sectors are slower and harder to process"
and also:
https://www.hdsentinel.com/kb/category/4/disk-testing-and-repairing/darker-green-blocks-during-disk-testing.html
This does not mean that these sectors are weak, bad or so, these are also good, working as should - just slightly slower than expected.
Some of such slightly darker blocks completely fine and acceptable.
I'd worry only if the dark green area would be really dark and big and there may be red/yellow spots near
(just like on this image: http://www.hdsentinel.com/help/hu/img_64_hddsurface3.gif )
then some (or more) of such blocks will likely fail in the future.
But if there are no yellow/red spots, then everything is perfect and you do not need to worry now.

I was actually getting regular slow down's and freezing in my computer when used that HDD for Windows boot.
Now i moved it as secondary and it seems little better, but shows only 15% health, i will try to Re-Initialize (regenerate0 with surface test, however its probably not safe to use anymore.
How many times its recommended to run Re-Initialize test for best results?

Interesting result for Re-Initialize considering disk health is only 15%, why no problems found?

The "regular slow down's and freezing" probably happened due to the detection and reallocation of the bad sectors you can see now in the text description.
These bad sectors are no longer used by the drive, so ideally after all of them reallocated, replaced by a spare sector (after they already caused the regular slow downs / freezing and possible data corruption...) then yes, further disk surface test should show no further problems as (instead of the original bad sectors) the spare area is used.
This described many times on this forum and on the website.
So if you're "lucky", then what you see is completely normal and expected - but usually drives below 25% Health produce more and more problems with time: so while the current disk test result seems fine, after some time (days/weeks), we can expect new and new problems, further degradation of Health %.
You may acknowledge the error counters as now things seem stable to be informed about possible new problems only.
This procedure (disk testing to ensure that the status is stable and then reset error counters) is explained at
Support -> Frequently Asked Questions -> How to repair hard disk drive? How to eliminate displayed hard disk problems?
and if you use Report menu -> Send test report to developer option, I can check and assist with step-by-step details.
However personally I'd not expect too much from a drive with low Health %: maybe useful for secondary (non-critical) data only, but I'd not use in a critical environment.
