Sentinel can see a drive but not Disk Manager, etc.

I have some used SSDs I picked up on eBay and some appear bad. Windows Disk Manager and other utilities like EaseUS Partition Master don't detect the drives. HD Sentinel, however, displays the drives as if nothing is amiss, and I even ran the short disk test successfully. What is going on here? And is there anything I can do to have Disk Manager recognize the drives?

It is possible that the SSD is present but somehow its sectors could not be managed (read/written). In this case the device appears, could be detected - but tools managing the disk surface may not able to access it.

Also it is possible that the disk controller (or its current driver) and/or the connection may not allow accessing the device.
This happened (for example) when high capacity hard disks/SSDs used with older USB adapters/docks or with older motherboard chipsets - which could not manage the disk drive properly.

I'd recommend to use Report menu -> Send test report to developer option in Hard Disk Sentinel, as it may give ideas, thoughts what happened - and what to do to improve the situation.

What happens if you open Disk menu -> Surface test in Hard Disk Sentinel and select the device (if it appears), then click on View to open the disk surface map and click on any block (small white square) to view the contents of the underlying sector? Do you see any information/data there or just an error message? This would confirm if the sectors could be read.
