Is there a way to create Hard Disk Sentinel such that it will bootable from a UEFI compatible system?

There is no UEFI version available.
But you can create bootable CD/pendrive with Hard Disk Sentinel DOS version (
http://www.hdsentinel.com/hard_disk_sentinel_dos.php ) to quickly check the hard disk(s) in the system without booting to Windows.
Or you may create a bootable (live) Windows and use Hard Disk Sentinel Professional Portable - to perform complete diagnostics, reveal and fix any possible hard disk problem. See the forum post

Yes: as the bootable HDSDOS is independent from the acual operating system, it can run from the bootable CD/pendrive/floppy if Win 10 installed (or even if no OS installed at all).
