HP S600 SSD Unable to Format, passes Short & Extended SMART

I have 2 HP S600 SSD's that I am unable to format for some reason. I plug it into my PC and it says it needs to be formatted in order to be used. I then go and press format and it just locks up and says it cannot be formatted. I try the same thing on my Mac and it also does the same thing and locks up. CrystalDiskInfo reports the disk as fine and with no errors but DriveDX reports the disk as having errors. The same is also shown in HDSentinel as well with multiple retired blocks and uncorrectable errors. But for some reason running both the SMART short and extended tests reports the disk as being fine. But when I try to run a surface test or "Reinitialize disk surface" on either SSD it fails and reports as not being able to "Unable to lock the disk for exclusive use". Is there a way to get the SSD working again? I don't care if it's unreliable I just want to get it to work and write data to as at the moment they are worthless.

Yes, it is completely normal and expected that other tools may ignore the problems and never report issues like bad sectors, as described at:
https://www.hdsentinel.com/faq.php#difference

Interesting that the short/extended SMART tests show no issues - but I'm afraid yes, sometimes this can happen. These tests (depending on the firmware of the SSD) sometimes verify the generic functionality of the SSD controller only, without checking the sectors (even if we'd expect that from the extended self test).

The Reinitialise Disk Surface attempts to clear all sectors and make the SSD usable again - but if it can't, then there is good chance that the first sectors (where the MBR located) damaged in a serious way so the overwrite is not possible at all. Maybe you can try to connect differently (eg. with USB adapter/dock if possible) just to verify if the issue is not related to the chipset driver.

Also if you use Report menu -> Send test report to developer option, I can check the actual situation. This may give some ideas, thoughts.
