HI, I've tested over 25 drives (i'm a technical support engineer) and all SEAGATE ST9160412AS drives new or used are seen at 70% by HDD sentinel Pro, is this a bug or something else? and what state are these drives really in??

Of course, this is not true: I quickly checked and found many reports about such drives with different health levels between 30% and 100%.
You did not mention which "health calculation method" do you use (Configuration -> Advanced Options)?
The actual health displayed may depend on that.
Basically, the text description should describe the actual problems found with the hard disks.
If you can use Report -> Send test report to developer on one or more such drives, I'd happily examine their status and may advise.
Of course, this is not true: I quickly checked and found many reports about such drives with different health levels between 30% and 100%.

I also post the (partial) answer here, which may help users in similar situations:
I examined the status of the Seagate hard disk and as the software reports, the drive experienced some issues with the #196 Reallocation Event Count attribute.
Alone this issue is not a serious one (this is why the health is still "good"), just it means
that there were suspicious sectors on the disk surface which may require attention on the side of the drive.
Disk problems may occur often if it is combined with power line issues and
2.5" hard disks (like this one) may be more affected.
For these disks, it is always recommended to use a dual (Y) USB cable
as single USB cables (often shipped with the external drives/enclosures)
may not provide enough power for proper operation.
Personally, in this situation I recommend to check

This describes the recommended steps to analyse the hard disk, reveal and fix
any possible issues because the most important is to verify if the drive is
stable (there are no more, currently hidden problems).
These tests should force the drive to re-examine the suspicious areas,
reallocate the sector(s) if required.

I have a SEAGATE GoFlex external hard drive. What is the difference from the main hard drive if you run it both with HD Sentinel?

Both the main hard disk drive and the GoFlex external hard disk drive are supported and monitored by Hard Disk Sentinel.
