Limit the transfer rate of a drive
Would it be possible to limit the throughput rate of a drive programmatically? I have a USB 3.0 dock which really doesn't play nice with my Windows 7 system but it often disconnects during heavy I/O load. It doesn't matter whether it's connected to the motherboard's USB connectors or a PCI-E card one.

Not really possible to limit this way ....
You may try to connect to an USB 2.0 slot to verify if the reduced transfer rate changes something.
Do you experience similar with any hard disk you use with the dock?
Or is it possible that the dock may not be fully compatible with some drives? This is not rare, some may not work well with drives from certain manufacturers and/or drives with high capacities.

If I connect via USB 2.0, there are no disconnects at all. Usually the dock is that way, this time I just need to check two second hand 2 TB hard drives with the Reinitialize functionality and with USB 2.0, it takes forever 
And it seems that it doesn't matter which HD is attached, the next thing I'm going to try is connect just one (it's a 2-bay dock). Last night I left the reinitialize running and it had reached block 4399 before the dock disconnected.
